Are house sparrows on a decline in numbers, because gardens are lacking food supply's ?

I was walking through the park this morning. Looking up at the trees trying to see if I could see any squirals when I was amazed to spot a
beautiful green bird. And I thought, bless, it must have escaped from someone's house, I hope it's going to be OK. :( Walking further on I spotted another three of them in the trees. I was later informed that they were parakeets. I thought they were warm weather birds? I could understand it if it was down south, but up here in the North East? It's baltic!
