You were assigned an IP address that someone previously used to be naughty with and got it blacklisted. You need to clear your cookies and cache then restart your internet connection and probably your device too. Then you should get assigned a new IP address which, hopefully, will not be blacklisted.

Using mobile data can sometimes cause this ..try using WiFi and see if there is any difference to your overall connection
