So, there's no eyesight level evidence for the light being propelled, but then again, there's no evidence for it being pulled along to its source either. After all, a surface could have all kinds of properties. It could be the surface of the ocean, or a flimsy piece of paper, or a cloud of dust. In this instance the amount of this Gravity B would be inconsistent, but then again, light always travels at this immense speed whatever.
There should be more than theory to back up the existence of such a radical new force. It sounds like simple electromagnetism at the moment.
