just signed up, comfirmed account and i cant change anything on my profile, no profile pic nothing

I think you have to post in forums etc first to gain points so you can upload a profile picture etc.

I cant upload a profile pic, says I dont have permission and I have been here for a long time lol

It isn't a timed or numbered thing , it's just a preview of what we can expect from you ,

We have had a problem in the past with ppl making accounts just to abuse and it does work,

Usually it takes a couple of days if you are active ,
