As much as water may be an obvious indicator that life could be present, not all life is dependent on water.

For example - if you read the Silmarillion you'll see that Eru Iluvatar and the Valar (a popular 'a cappella' combo from the good old days) made the water, so they obviously existed before there was any water. Oddly enough, even though the Maiar (backing vocalists) were involved in the creation of water, when they assumed mortal form they were capable of dehydration.

When Allatar and Pallando (the blue wizards) ventured into the Far Harad, they often used to dehydrate themselves on a recreational basis until they got over the novelty and the sheer thrill of it. After a fortnight, they re-materialised in the Blessed Realm of Valinor following a synchronised renal failure incident.

Even though Manwe was displeased, they were eventually forgiven. Following their release, once they had plighted their troth they settled down and ran a small haberdashery on the Isle of Tol Eressea, where they've just celebrated their 8,500th wedding anniversary.
