Why is the government subsidizing pet ownership for the unemployed?

If someone spends some of their unemployment benefit on their pet, it just means they have less money to spend on other things. Why do you care?

Just pets? what about Smart phones... Sky TV.. fags... beer etc the list is almost endless for what the benefits system isn't really there for...
