Don't think its easy at all. Its the property that attracts the tax, not you.

The IR only knows you 2 ways - working or not working. If you are working you are down as liable for Council Tax and you also make your own property you are in liable for Council Tax - even if they are not working.

If you are not working AND no- one else in your property is see about Council Tax Relief at your local Council. The usually useless cretin there (someone who will make you throw up at the thought you shared a school with them) is usually programmed to say No and point at a computer screen - however it does, from time to time work, be amazed.

If you want to go hardcore on council tax then ask them where the money is going.

Your local council will have to give you a statement on where your money will be spent and you can appeal against anything you dont agree with.

Most of the time, your council wont bother even sending you a statement, especially if you say you may release it to the press.

Do that for a few years and they will stop asking.

It's a long slog, but possible.

Think its the Inland Revenue which collects CT on behalf of the Council. Doubt they'll be moved in terms of discounts unless it exists in the paperwork. HAven't heard of anyone whose successfully bartered with the Council, assume its one size fits all.
