The only difference I can fathom is that whispers are more easily dropped accidentally; PMs seem safer. I suppose, therefore, that whispers are more fun because of the risk factor!

whisper:: are done in the room if they dropped whole room sees them pm :::is like a private window no one sees but you and person your sending it too
