Although I was registered on a previous account, I decided to change one or two things. I had seen many comments and even Thread posts about user restrictions, and thought nothing of it .... until now. I am not bothered about not being able to view profiles, but wouldn't mind having the option of uploading a photo or avatar.

You will be able to after a few positive posts on your Profile or/and the Forums,

There is a very good reason why New User restrictions are in place and it works.
