That's going by chatters who openly state they are black or, as in some cases, include it in their screen names.
There simply is no way of telling.

I've been using chat rooms for years, and it was very rare that i seen or chatted with a person of colour. I'm not sure why that is, but when you look at the entire chat member database as a whole, we're a tiny minority compared to the rest of the UK who use other preferred methods of social interaction and contact.

I think also, social chat rooms and online dating sites are usually looked down upon by people. But this has always been the case. Pride and Ego usually gets in the way of them using those sites, among other issues. Some don't have the time and are busy with work, or have a hectic schedule with family life, which is why we don't see many people use them.
